Mobility Exchange sits at the intersection of policy, licensing, regulation and real-world transport operations. We are one of the only organisations in the UK combining deep experience in taxi and PHV systems, public sector transport reform, procurement, compliance, and hands-on operational delivery.

We help local authorities, licensing teams and the NHS redesign how taxi, PHV and community transport services are structured and procured. Our senior team

Joe Mealing, Co-Founder
Joe is a regulatory strategist and public policy expert with more than 15 years’ experience shaping UK, EU and international frameworks across transport, finance and healthcare. His background includes economic policy work in the European Parliament, senior regulatory roles in the City, and leadership at a major global exchange where he helped reshape OTC derivatives policy in the UK and EU.
Alongside his policy career, Joe built and ran a multi-million-pound CQC-registered patient transport provider, giving him deep operational knowledge of compliance, governance, taxi and PHV systems and the pressures inside NEPTS delivery. He has co-designed training standards adopted nationally, advised central government and NHS England and helped multiple organisations modernise transport governance and regulatory strategy.
At Mobility Exchange, Joe brings a rare blend of regulatory influence, operational delivery and product strategy, helping public bodies and private operators navigate structural change and build systems that work in practice rather than theory.

Jamie Mackenzie, Co-Founder
Jamie is a licensing, compliance, and training specialist with extensive experience in the taxi and private hire vehicle (PHV) sector. He began his career in local government as a licensing officer before founding his own training consultancy, which has delivered licensing and compliance training to multiple local authorities across the UK.
A recognised voice in the industry, Jamie is a contributor to the Institute for Licensing’s Journal of Licensing, a speaker at national conferences, and a leading expert on safeguarding, accessibility, and the future of mobility regulation.
As Co-Founder of Mobility Exchange, Jamie helps operators and technology platforms build practical systems that meet complex regulatory requirements while supporting growth. His expertise in governance, training, and compliance makes him a trusted partner for businesses and public bodies seeking to raise standards and deliver safe, sustainable mobility services.
